Honorable Supreme Court comes to help citizens suffering from pollution.

The whatsapp message that all members of Ambernath Citizens Forum talking today about is the significant order passed by Honorable Supreme Court.

The message said :-

"Breaking news...

Hon.SC has blasted the Maharashtra govt in the pollution case and ordered govt to pay RS.100 cr penalty and ordered all jeans manufacturing units in ulhasnagar to be closed immediately.

Great great victory for ACF and a war lost by local politicians.
In the Ulhas river pollution matter today, the Supreme court has made the Chief Secretary, Maharashtra give an undertaking to disburse Rs. 100 Cr. for restoration of Ulhas and waldhuni rivers. Chief Secretary has given that undertaking which shall be released in two trenches of 30 days each.

The NGT had passed a detailed judgement in 2015 and had imposed 95 crores as penalty on Kalyan Dombivili municipal corporation, Ambarnath municipal council, ,Ulhasnagar Municipal corporation,  Kulgain Badlapur municipal council, MIDC and Common effluent treatment  plants of Dombivili. Instead of paying the penalty, they chose to go to Hon’ble High Court of Bombay and got a stay order.

The matter finally reached the Supreme court challenging the HC wherein SC directed all parties to file fresh civil appeals against the NGT judgment. Henc, a fresh round of litigation on the merits in SC initiated. 

Today, All municipal corporations have filed their affidavits and said they did not have the money to pay for the pollution and that they would only change things in next three or four years.

During the last hearing, the court had directed Chief Secretary Maharashtra Mr Sumit Mullick to be present in person in court. He was questioned and grilled for almost half n hour in today’s hearing.

The court has ordered the state of Maharashtra to pay 100 crores towards restoration of the river. 50 crores to be paid within one month. The balance after the next month. Chief Secretary has been directed to take a decision on shutting all illegal industries immediately and action on disconnection of electricity and water supply to all jeans washing units in Ulhasnagar. 

Today's order comes as a big relief to us since we have relentlessly pursued the case for the past 5 years. Our faith in the judiciary has been answered! 

The Chief Secretary will be personally liable for any non compliance of the order. Justice Madan Lukur and Justice Deepak Gupta passed the orders today. They tried to save 96 crores ended up paying 100 Cr and more is yet to come"


As one can understand that finally court gave order to not only close the jeans washing units but also slapped a penalty of Rs One Hundred Crore to Maharashtra State Government. This amount to be used to treat water of Ulhas river & Waldhuni river.

Prior to all this, ACF was continuosly working towards collecting samples, evidence of pollution related matter. ACF worked closely with NGO Vanashakti who had first filed case before National Green Tribunal. NGT had ordered the four urban local along with the Common Effluent Treatment Plant agencies, MIDC and MPCB to deposit 96 crore rupees in an escrow account to be monitored by the Konkan Divisional Commissioner. Personnel from Vanashakti had often visited ACF members especially for past 2 months to get additional info on this case. All photos videos were regularly shared with them.

Apart from this case, numerous tweets were sent to CMO, Maharashtra. ACF members have approached numerous times to MPCB, Kalyan. Most of the times private security used to not allow members to meet MPCB officials. An email on this was sent to Mr D B Patil (Regional Officer, Kalyan) with a copy to Honorable Prime Minister, Chief Minister, Commissioner Thane Police & Joint Commissioner Thane Police. ACF members left no stone unturned. Citizens Forum have knocked on every possible door.

Last year, Mirror Now had done a story on how water is being polluted by chemical units & residents are forced to drink contamminated water. Also they had invited noted activist Satyajit Burman to Mirror Now Studio for discussion.

Also ACF members were shocked to learn that Jeans Washing Units who were causing so much pollution was being supported by local MLA who had written to govt to allow the jeans washing units to continue to operate. This happened after MPCB had sent closure notices to few Jeans washing units (ACF has copy of that closure order). People were upset that lakhs of citizens were exposed to hazardous chemicals which might have a serious health issue and local MLA chose to support the jeans washing units who were causing the pollution. Ambernath citizens & ACF members intimidated by goons in midst of meeting with AMC officials inside AMC Chief's cabin

With the ongoing issue of legal case on pollution around Ambernath, for which the common citizens of Ambernath and members of ACF - Ambernath Citizens Forum, have been continuously working on. On Friday October 13th 2017, they were called by Ambernath Municipal Council Chief Officer Mr Devidas Pawar and Health Officer Mr Suresh Patil to discuss regarding it after receiving a formal communication from Thane Collector asking AMC to take appropriate action against the chemical industries for polluting the environment.

Citizens & ACF members reached CO cabin at 2:15 pm and found few unofficial members already present inside CO cabin. Later, after the meeting was going on, one by one few more unofficial members around 5 to 6 people entered CO cabin and while discussions were on Mr Purshottam Ugale started interfering and intimidating citizens & ACF members. Inspite of an official meeting going on, he openly ridiculed the common citizens who are fighting against pollution by saying :-
"yaanche roj rojche naatak sampoon taaka, lai masti chadli aahe. Naahitar aamhaala saanga, aamhi yaan sarvana baghu ya"
(Just close this daily nuisance of these people. They think they are very smart. You do it or tell us we will take care of all of them).

Mr Ravi Patil also joined in and started heated argument but citizens & ACF members chose not to say anything against them. It was evident that CO Mr Pawar & Health Officer Mr Patil had informed them well in advance about the meeting and everything was pre meditated to threaten the citizens.

While the citizens & ACF members were leaving everybody in the room laughed and ridiculed them, clearly showing that they will go to any extent to oppose citizens raising their voice against any civic issues.

Citizens & ACF Members post this have submitted a letter to Zone IV DCP Shri Ankit Goel & ACP Shri Sunil Patil regarding the entire incident.



This is not the 1st time AMC has done such a thing. Few years back they had done something similar. Like this time, a complaint was submitted to Ambernath Police then, against Mr Suresh Patil & Deputy CO Mr Jeetendra Gosavi. Although no action was taken.

It’s quite sad to see Ambernath citizens & ACF members being intimidated for raising their voice against all wrong doings around the city. Most of them are social activists taking out time from their busy schedule and striving hard to see their city out the current mess which has been created by local corrupt politicians and their supporters. It is very critical that Police get hold of the CCTV footage of today between 1 pm & 3 pm to see who all were present there to threaten common citizens.

Ambernath witnessing hazardous chemicals being dumped by chemical industrial firms openly around the whole town !!

This bears reference to few chemical manufacturing units around city of Ambernath (District Thane, Maharashtra), who are openly violating the basic rules and guidelines meant for safety, by dumping hazardous waste chemicals in open nullah and river around.

Honorable Supreme Court issued order vide Writ Petition no. 375/2012 to State and Union Territories that ETP (Effulent Treatment Plant) is mandatory in order to operate such companies; Failing to which Electricity & Water connection should be disconnect on immediate effect.. However, when ACF (Ambernath Citizens Forum) members visited few of the chemical units it was seen that the chemical waste were openly disposed in open nullah. Not only this, in fact they have connected a 150 mm pipe to dispose the chemicals openly.

ACF came to know about the following post their surprise visit at Ambernath MIDC :-

  • Ambernath MIDC had constructed CETP in the year 1998 whose capacity was 7.5 MLD.
  • Few years back MIDC floated tender for CETP and the contract was awarded to a road contractor to run it as per norms.
  • Contractor overrule norms and cannot run CETP as a result of which huge amount of SLUDGE (Hazardous Chemical Waste) was stored inside the CETP plant.
  • Our sources confirmed that CETP was kept shut for 4 long years !!
  • Due to non compliance NGT has imposed penalty of 15 Crore Rs.
  • Contractor in turn has filed case against MIDC.
  • Last year AAMA Association took responsibility to run this CETP but due to fund issues and concerns to operate certificate from MPCB, the CETP is in non functional mode.
  • AAMA is running pillar to post to get approval from concerned department of State Government.
  • Chemical units openly disposing off their chemical wastes in open nullah and river.
  • Most units running without installing ETP thus overruling SC order.


ACF members were really surprised to learn that Ambernath MIDC Anand Nagar CEPT (Chemically Enhanced Primary Treatment of waste water) is not functioning for the past 4 years !!




Ambernath Citizen Forum has been working very hard to make the city get rid of pollution and make it a better place to stay in. They were recently in news for organizing mass protests against the illegal dumping ground in Ambernath East. ACF has been continuously following up with higher authorities vide email and whatsapp complaining regarding various pollution related issues. ACF has sent their concerns to Honorable Prime Minister of India, Chief Minister of Maharashtra, Environment Minister of Maharashtra, Principal Secretary Urban Development Dept of Maharashtra. ACF has also made every effort to lodge formal complaint vide FIR against Ambernath Municipal Council and state bodies who can be held responsible for their negligence on pollution issues.

Post various complaints and news articles in Times Of India by Pradeep Gupta, MPCB did issue show cause notice to few Chemical units in Ambernath for discharging chemical waste openly. We hope MPCB also issue closure report and disconnect power and water supply as per rules.



Ambernath is known for its 1000 year old Shiv Temple (Ambreshwar Shiva Temple). It comes under the list of ancient monuments, Archaeological Survey of India. Its really sad to see such a precious piece of monument is also perishing due to negligence by various chemical units around the city.

Around 2 and half years back hundreds of people from Ulhasnagar & Ambernath had to be hospitalised after a tanker released hazardous chemical in river.

REQUEST TO HONORABLE CM, MAHARASHTRA TO REMOVE ILLEGAL DUMPING GROUND OF AMBERNATH

Greetings from Ambernath Citizens Forum !!

Ambernath Citizens Forum is a non political group of like minded common citizens, formed to fight against all civic issues of Ambernath city.

This bears reference to an illegal dumping ground at Ambernath East on Ambernath Badlapur Highway where the garbage of entire city is dumped by the Ambarnath Municipal Council.

There was a mass protest by Ambernath citizens, in association with Ambernath Citizens Forum, against the illegal dumping ground at Ambernath East on Sunday, January 8th 2017. The citizens staying at society nearby to dumping ground are fed up with the garbage being burnt 24 by 7. They are mainly inconvenienced due to foul smell and unbreathable air. Women complained that lot of them as well as children are falling sick often due to the garbage issue. Numerous calls, complaints to Ambernath Municipality have fallen on deaf ears till now as nothing being done by the civic officials yet. Fed up with this never ending issue frustrated citizens along with Ambernath Citizens Forum staged a mass protest on January 8th 2017 at the dumping ground with banners, placards shaming the Ambernath Municipal Council amidst slogans. Crowd of more than 300 people including women and children were seen protesting. The frustration and sheer desperation could be witnessed by the anger in their eyes and voice. After protesting for around 1 hour all the citizens along with members from Ambernath Citizens Forum approached Shivagi Nagar Police Station, Ambernath East and submitted their complaint against Ambernath Municipal Council and demanded a FIR to be filed. But, unfortunately the on duty Police Inspector refused to file FIR mentioning that a FIR cannot be lodged against a Government Body; To which members of ACF drafted a complaint letter to Commissioner, Thane Police with a copy to Senior PI, Ambernath Shivaji Nagar Police Station citing the refusal to file FIR. The citizens were demanding FIR to filed against Ambernath Municipal Council as they are clearly violating The National Green Tribunal Act of 2010 which clearly states that the disposal and burning of waste and garbage is strictly prohibited and can incur a fine of INR 5000 per instance.

Post the protests, ACF followed up rigorously for the next whole week with the Police Station and were finally assured that they are investigating the matter and that they have sought details from Ambarnath Municipal Council as well as Maharashtra Pollution Control Board and are awaiting details for same. Numerous tweets were sent to Honorable Chief Minister, Maharashtra; Maharashtra Chief Minister Office; Thane Police etc..
After endless complaints to Ambernath municipal council and other civic bodies, and all complaints not answered and with no other option left, citizens and Ambernath citizens forum reach Ambernath east police station to file FIR against AMC.

We request you to kindly spare some time and go thru the photos and videos of the illegal dumping ground. (Links mentioned below).

We seek an appropriate action against Ambarnath Municipal Council for dumping garbage on illegal dumping ground and causing inconvenience to so many Ambernath citizens.
